No. RS-CEB-F/P 1746 (2011)-W-ICB-01/2020/METD
The Ministry of Education, Science and Technological Development of the Republic of Serbia (hereinafter referred to as ‘The Purchaser’) is financing procurement of works from a Loan No F/P 1746 (2011) received from the Council of Europe Development Bank (CEB), Paris, FRANCE concluded on 16 February 2012 for the realization of the Project ‘Education for Social Inclusion’, from which funds procurement of works under this public invitation is going to be financed.
The objective of this contract is construction works of student and university dormitories on three locations – Palic, Pozarevac and Beograd. In order to improve the living conditions of the students, the facilities will be constructed, reconstructed and upgraded.
This public procurement is divided into 3 (three) lots:
Lot 1: UR Palic (Constructions Works of Facilities No. 3, 4, 5 and 5a and 6.2)
Lot 2: SD Pozarevac (Reconstruction and Upgrade Works of an Existing Building)
Lot 3: SD PK ‘Beograd’ (Constructions Works)
Estimated value of the works:
Lot 1: EUR 3 439 752 excluded VAT
Lot 2: EUR 887 235 excluded VAT
Lot 3: EUR 2 633 185 excluded VAT
The foreseen construction period will be as follow:
Lot 1: 300 days
Lot 2: 270 days
Lot 3: 300 days.
The works will be implemented as per FIDIC Construction Contract General Conditions.
Public procurement will be conducted through the open international bidding procedure specified in the CEB Guidelines for Procurement of Supply, Works and Services, version from September 2011, as specified under the Framework Loan Agreement F/P 1764 (2011).
Public procurement is open to bidders from all countries in accordance with the above -mentioned CEB Guidelines.
Commencement of the works is expected in the fourth quarter of 2020.
The tender evaluation criterion is the Lowest Evaluated Bid. The lowest evaluated bid price of the technically responsive bid is at the same time the most favourable for the purchaser. These provisions apply to all three lots.
Interested bidders may request additional information at the latest until 11 September 2020 every working day from 10.00 to 12.00 Central European Time (CET), at the following e-mail address: firstname.lastname@example.org
Complete set of the Tender Documents may be obtained electronically via ‘We Transfer’ every working day from 9.00 to 15.00 CET, and after the submission of written application to the email address: email@example.com, bearing the name of the project and referent number of tender procedure.
Bid security is requested in the form of an unconditional, irrevocable, and payable on first call bank guarantee. The amount and currency of the Bid security shall be for
Lot 1: EUR 68 000
Lot 2: EUR 17 000 and
Lot 3: EUR 52 000.
The Bidders should submit their bids in separate envelopes for each lot. All bids must be delivered in one closed envelope bearing the following additional identification marks:
1) Number: RS-CEB-F/P 1746 (2011)-W-ICB-01/2020/METD and the name ‘Bid for Construction Works of Student and University Dormitories’ and
2) Name and number of Lot(s) for which the bid is submitted.
Bids must be delivered not later than 2 October 2020 until 11.00 o’clock CET at the following address:

The bid opening shall take place on 2 October 2020 at 12.00 CET in the presence of bidders’ representatives who choose to attend, at the following address:

Opening of the bids is public and any interested person may attend. Only authorized representatives of Bidder`s may be actively involved in the procedure of opening of the bids.
